Tehran’s Military Strategy Crumbles Following Strategic Decapitation and Internal Discord

The Islamic Republic of Iran faces a profound crisis of command as its long-standing "mosaic doctrine" appears to fracture under the weight of recent military setbacks. Developed in 2008 to prevent total collapse through decentralized provincial commands, this strategy relied on dispersion and pre-delegated authority to survive conventional conflicts. However, recent operations led by the United States and Israel have systematically dismantled the IRGC’s leadership structure, including the elimination of top commanders and the degradation of the Quds Force. While the regime remains in power, its ability to maintain cohesive control over its fragmented military branches is increasingly in doubt.

The internal instability is perhaps best exemplified by the public disconnect between Iran’s political and military wings. President Masoud Pezeshkian’s recent televised apology to Arab Gulf states for unauthorized military strikes highlights a dangerous reality where the government is forced to answer for actions it no longer fully directs. This structural failure is compounded by severe financial strain, as the destruction of proxy networks has crippled the regime’s ability to move funds and evade international sanctions. As the current cease-fire holds, the Islamic Republic finds itself in a precarious position, struggling to reconcile its decentralized military architecture with a collapsing command spine and a rapidly eroding financial infrastructure.
