Navy Shifts Focus to Cutting-Edge Technologies Ignored by Private Sector

The Office of Naval Research (ONR) is redirecting its efforts toward developing technologies that private companies are overlooking, with a particular emphasis on innovations that will be critical in the next 15 years. Speaking at the Sea-Air-Space symposium, Rachel Riley, head of ONR, explained that the goal is to identify challenges industry cannot or will not address, particularly in areas like undersea technology, advanced power systems, and artificial intelligence (AI) that delivers transparent and understandable results for military commanders.

This strategic pivot aligns with the Trump administration’s decision to reduce funding for military-led basic research and increase investment in applied research. With an annual budget of $3 billion, ONR aims to focus on projects where commercial interests are limited or non-existent, such as AI systems that can be fully explained and trusted by operators. Riley emphasized the importance of ensuring these technologies meet critical defense needs while addressing concerns about transparency and reliability, especially when human lives are at stake.

ONR is also collaborating with private companies like Northrop Grumman on innovative projects, including a robotic satellite repair vehicle set to launch in July. This initiative targets an area largely ignored by the commercial space sector, which focuses on launching new satellites rather than servicing existing ones. Such efforts highlight ONR’s commitment to addressing challenges that are not immediately profitable for industry but essential for future defense capabilities. By fostering partnerships and focusing on long-term strategic goals, ONR aims to bridge gaps in technological advancement while ensuring taxpayer dollars are invested wisely in areas where private-sector incentives fall short.
