
SOUTHCOM Commander Aims to Integrate Autonomous Warfare Technologies in Latin America
SOUTHCOM's new commander, General Frank Donovan, who previously led the Defense Autonomous Warfare Group (DAWG), is focusing on integrating autonomous warfare technologies into his command’s operations. With a significant budget of nearly $50 billion allocated for the development and deployment of these technologies over the next fiscal year, Donovan aims to bridge the gap between technological innovation and practical application in the field.
During an interview with Defense One at SOF Week in Tampa, General Donovan emphasized the importance of synchronizing autonomous warfare capabilities with operational needs. He noted that while there are numerous lessons being learned from ongoing conflicts like Ukraine, SOUTHCOM is particularly concerned about how these technologies can be effectively deployed in its own region, including areas such as the South Red Sea. The general highlighted the challenge of aligning joint force requirements with service acquisition processes, describing it as a misalignment akin to two Olympic rings that do not connect.
To address this issue, Donovan plans to establish the SOUTHCOM Autonomous Warfare Command, aimed at developing and implementing autonomous warfare technologies tailored for the unique operational environment in Latin America. This initiative is expected to enhance battlefield networks and enable concepts like distributed swarming, which would significantly improve situational awareness and response capabilities for both special operations forces (SOF) and conventional troops.
However, Donovan also acknowledged the challenges posed by adversaries like Russia, which actively work to disrupt such networked systems through electronic warfare. To counter this threat, SOUTHCOM is focusing on creating a robust operational data environment that allows for instantaneous integration of various autonomous technologies without vendor lock-in or priority constraints. This approach aims to provide frontline forces with flexible and adaptable tools capable of both kinetic and non-kinetic operations, enhancing overall mission effectiveness in the region.
