Newly released Freedom of Information Act (FOIA) documents have shed light on the U.S. military's Rocket Cargo initiative and its potential activities at Johnston Atoll in the Pacific Ocean. The records, obtained through two separate FOIA requests filed by The Black Vault in July 2025, detail operational planning and environmental review efforts involving SpaceX and the Department of the Air Force. These documents provide a comprehensive view of the coordination between various federal agencies as they assess the feasibility of Rocket Cargo operations at Johnston Atoll.
The released materials include correspondence, planning documents, and environmental assessment records that illustrate the extensive collaboration among the Air Force, SpaceX, and regulatory bodies such as the U.S. Fish and Wildlife Service and the National Oceanic and Atmospheric Administration (NOAA). The site survey conducted by SpaceX in early 2024 at the request of the Air Force was aimed at evaluating runway conditions, conducting aerial mapping, and performing sonar surveys of harbor areas to determine the suitability of Johnston Atoll for Rocket Cargo operations.
