White House Issues Two Executive Orders to Boost Quantum Computing and Defend Against Its Threats

The White House has issued two executive orders aimed at accelerating the development of quantum computing technology while simultaneously enhancing cybersecurity measures against potential threats posed by this advanced technology. The first order, titled "Ushering In The Next Frontier Of Quantum Innovation," directs federal agencies to collaborate on creating a functional quantum computer capable of performing basic operations and improving sensor technologies. This initiative includes establishing a dedicated facility at the Department of Energy for developing such systems and fostering international partnerships to support research and development in this field.

The second executive order, "Securing the Nation Against Advanced Cryptographic Attacks," mandates that federal agencies transition their cryptographic standards to post-quantum cryptography by 2031. This shift is crucial given the potential vulnerabilities posed by quantum computers to current encryption methods. The National Institute of Standards and Technology (NIST) has been leading efforts to identify and test new algorithms resistant to quantum computing attacks, with a deadline set for updating critical infrastructure elements by 2030.

Experts in the field have welcomed these measures as essential steps towards securing America's technological future. Garfield Jones, executive vice president of Strategy and Research at QuSecure, emphasized the urgency of implementing post-quantum cryptographic standards, noting that organizations lagging behind risk facing significant challenges. IBM CEO Arvind Krishna also praised the orders, underscoring the importance of public-private collaboration in advancing quantum technology while safeguarding against its risks.

Energy Secretary Chris Wright highlighted the transformative potential of quantum computing alongside artificial intelligence and advanced semiconductors as foundational technologies for future innovation. He expressed confidence that these executive orders will propel the United States towards achieving scientifically relevant error-corrected quantum computing during this administration, heralding a new era in technological advancement.
