A 20-year-old woman from Webster County, West Virginia, has been arrested and charged with child neglect causing serious bodily injury after a toddler under her care suffered severe injuries over the course of four days. Bella Carpenter is currently held at the South Central Regional Jail on a $100,000 cash-only bond.
