Addressing this issue requires coordinated efforts from multiple sectors. The global telecom industry must tighten its control over network access leases, ensuring that third-party entities are thoroughly vetted before being granted legitimate credentials. Regulatory bodies should mandate transparency and robust safeguards to prevent surveillance operators from exploiting commercial leases for malicious purposes.
