Doggy Day Care Owner Arrested for Secretly Recording Customers

A 59-year-old man who owns a doggy day care center in Volusia County, Florida, has been arrested and charged with multiple counts of voyeurism after employees discovered a hidden camera inside the bathroom. The incident occurred on September 5 when staff at Dog Dayz Inn found what appeared to be a camera concealed within an electrical outlet.

Upon discovery, authorities were promptly notified and conducted a thorough investigation involving detectives from the Volusia Sheriff’s Office Child Exploitation Unit. During this process, Donald Hemphill, the owner of the business, admitted to having installed the device several months prior. A subsequent search of his personal phone uncovered video files containing images of women and minors in various stages of undress.

The sheriff's office clarified on their social media page that an image from the hidden camera was initially found on Hemphill’s mobile device, which led investigators to examine the bathroom more closely and ultimately locate the concealed camera. This revelation prompted further scrutiny into Hemphill’s actions and his business practices.

Notably, Hemphill has a background as a former police officer in Illinois, adding another layer of complexity to the case.
