Latvia Selects Czech Howitzers Over Swedish Offer for Enhanced Artillery Capabilities

Latvia has officially chosen to acquire Morana 155 mm self-propelled wheeled howitzers from the Czech manufacturer Excalibur Army, marking a significant shift in its defense procurement strategy. This decision comes after an initial agreement with Sweden’s BAE Systems Bofors for their Archer artillery system was reconsidered due to various factors including cost and delivery timelines.

The Latvian Ministry of Defence highlighted several key considerations that influenced the final choice. These included the financial aspects, delivery schedules, operational effectiveness, and the potential for local industry involvement in the procurement process. The ministry’s statement emphasized that Excalibur Army's offer was more favorable on these fronts compared to its Swedish counterpart.

In June 2025, Latvia had signed a letter of intent with Sweden aimed at acquiring 18 Archer systems. However, negotiations with Excalibur Army led to an alternative proposal that better suited the Latvian military’s requirements and budget constraints. The Czech manufacturer's offer included more competitive pricing and delivery terms.

Latvia’s decision is part of broader efforts to enhance its indirect fire support capabilities, which are among the country’s top priority projects for defense spending in 2026. This year, Latvia plans to allocate a record-high 4.91% of its GDP—equivalent to €2.16 billion ($2.48 billion)—towards military expenditures.

The Morana howitzers selected by Latvia boast impressive operational capabilities. Each unit is equipped with an automated gun-loading system that allows for rapid firing, capable of delivering up to six rounds within the first minute after positioning. The crew consists of three personnel who have access to 45 carried rounds per vehicle, ensuring sustained combat readiness.

Excalibur Army, a subsidiary of Czechoslovak Group (CSG), is known as one of Europe’s leading ammunition producers. CSG’s statement noted that the Morana has a firing range extending up to 41.5 kilometers and can achieve road speeds of 90 km/h, making it highly mobile on the battlefield.

This procurement decision not only strengthens Latvia's military capabilities but also supports local defense industry engagement through contract provisions. The strategic move reflects Latvia’s commitment to bolstering its national security posture amidst evolving regional dynamics and increasing defense priorities across NATO member states.

The acquisition is set to play a crucial role in enhancing Latvia’s artillery capacity, reinforcing its position as an active participant in collective defense efforts within the North Atlantic Treaty Organization (NATO).
