Pennsylvania Father Sentenced to Probation for Leaving Child Out in Winter Storm

A 29-year-old father from North Newton Township, Pennsylvania, has been sentenced to two years of probation after pleading guilty to endangering the welfare of a child. Joshua Ryan Kitner faced more severe charges but avoided jail time following his plea agreement with prosecutors.

The incident occurred on January 29 when temperatures were in the teens and up to a foot of snow had fallen across parts of Pennsylvania. According to court documents, Kitner discovered his two-year-old daughter outside their home on Steelstown Road around 5 p.m., suffering from severe frostbite after being locked out for hours.

Kitner told investigators that he believed his daughter might have been accidentally locked out when she was letting the family dog out earlier in the day. He admitted to having consumed eight or nine beers the previous night, which left him with a hangover and delayed awakening until late afternoon. Upon finding his child outside, Kitner reported that her feet were frozen and purple, almost black in color.

The girl was immediately rushed to the hospital where she spent nearly a week in the burn unit due to severe frostbite on both her hands and especially her feet. The worst of the damage was so severe it nearly required surgical intervention. Following her release from the hospital, she needed an additional month of follow-up medical appointments for recovery.

Two other women, aged 27 and 30, were also charged in connection with obstructing a Cumberland County Children and Youth Services investigation and failing to comply with court orders related to this case. However, details about their involvement remain unclear as the Cumberland County Prosecutor's Office did not respond immediately to requests for comment.

This incident highlights ongoing concerns regarding child safety during extreme weather conditions and the potential consequences of parental neglect exacerbated by substance abuse. While Kitner avoided jail time through his plea deal, community advocates argue that such leniency may send a message that serious negligence can be overlooked without significant legal repercussions.
