Marine Corps Aims to Test Future Generals' Combat Skills

The United States Marine Corps has initiated plans to introduce a new evaluation process for colonels seeking promotion to brigadier general. This move comes as part of broader military reforms aimed at ensuring that senior leadership possesses robust combat capabilities and strategic thinking skills. The initiative, known as the Joint Warfighter Evaluation (JWE), is designed to assess an officer's ability to operate effectively in complex modern warfare scenarios.

Lt. Gen. Thomas B. Savage, commanding general of Training and Education Command, emphasized the importance of this new evaluation. "The JWE provides a critical data point that complements our existing knowledge about an officer’s performance and potential," he stated. The Marine Corps has long prided itself on its rigorous talent management processes, which have historically produced some of America's most distinguished military leaders.

Brig. Gen. Matthew Tracy, commanding general of the service's Education Command and president of Marine Corps University, highlighted how the JWE will create a realistic battlefield environment for officers to demonstrate their capabilities. "This evaluation will challenge our rising leaders in ways that reflect the evolving nature of warfare," Tracy noted. The new assessment is expected to provide a more comprehensive understanding of an officer’s readiness to lead at the highest levels.

The JWE will be administered through the Marine Corps e-Learning Ecosystem, allowing eligible officers to complete it from their current duty stations without disrupting ongoing operations. During the evaluation, participants will assume the role of a senior commander overseeing an all-domain operation in support of a joint task force against a peer threat. This scenario-based assessment is intended to test critical thinking and decision-making skills under pressure.

The evaluation process will be overseen by a board of experienced subject-matter experts from Marine Corps University. Each evaluation board will be chaired by either a brigadier general or major general, ensuring that the assessments are conducted with the highest level of scrutiny and expertise. The implementation of this new evaluation system is scheduled for no later than February 2027.

The introduction of the JWE reflects broader trends within the Department of Defense to enhance leadership training and selection processes across all branches of the military. Secretary of Defense Pete Hegseth, who issued guidance on the Joint Warfighter Evaluation, underscored its significance in preparing future leaders for the challenges of modern warfare. This initiative is part of ongoing efforts to maintain the Marine Corps' edge in combat readiness and strategic leadership.

By integrating advanced simulation technologies and realistic battlefield scenarios into their evaluation processes, the Marine Corps aims to produce a new generation of military leaders who are not only skilled but also adaptable to the dynamic nature of contemporary conflicts. The JWE represents a significant step towards ensuring that future generals possess the necessary skills and mindset to excel in complex operational environments.
