Doral Struggles as ICE Raids Intensify Amid Trump’s Hardline Immigration Policy

Doral, a Florida city with one of the largest Venezuelan populations in the United States, is grappling with severe immigration enforcement measures under President Donald Trump's second term. Since January 2025, the city has faced increasing raids and targeted operations by Immigration and Customs Enforcement (ICE), affecting its significant immigrant community.

Nearly half of Doral’s residents are Venezuelans who have fled their country due to political instability and economic hardship. This demographic is particularly vulnerable as more than 615,000 immigrants from Venezuela, including a substantial portion of Doral's population, have lost or are at risk of losing their Temporary Protected Status (TPS). The recent earthquakes in Caracas further complicate the situation by making it impossible for these individuals to safely return home.

Despite the vulnerability of its residents, Doral’s local government voluntarily signed a 287(g) agreement with ICE. This agreement allows local law enforcement officers to enforce federal immigration laws, even though there was no state or federal mandate requiring them to do so. Florida statutes only require counties and sheriff's departments operating jails or detention facilities to enter into such agreements, yet Doral has neither.

As public sentiment turns against the city’s leadership due to heightened ICE activities, Mayor Christi Fraga is facing criticism for her handling of the situation. She continues to misrepresent the 287(g) agreement as a non-binding partnership and claims that the city was obligated to sign it under state law. However, legal experts argue that Doral entered into this arrangement voluntarily.

Fraga’s stance appears to be politically motivated, given her close ties with President Trump. During his visit to Doral for the “Shield of the Americas” Summit, she sat next to him at a meal despite the divisive impact of his policies on her constituents. When questioned about her actions and their consequences, Fraga responded by requesting legal clarification from Florida’s Attorney General James Uthmeier regarding the city's ability to rescind the agreement.

Councilman Rafael Pineyro, who also supported the 287(g) program, is caught between supporting Trump and addressing growing opposition within Doral. His position reflects a broader dilemma faced by many local officials in immigrant-heavy areas: balancing loyalty to federal policies with the needs of their communities.

The situation in Doral highlights the broader challenges facing cities across the United States as they navigate the tensions between national immigration enforcement efforts and local community interests. As ICE operations continue to intensify, local leaders are under increasing pressure to either support or resist these measures, often at significant political cost.
