FBI Raid Sparks Scrutiny of Baltimore Nonprofit's $427K in Salaries and Zero Employees

FOX45's Project Baltimore has uncovered troubling details about KEYS Empowers, a Baltimore City nonprofit that received significant federal pandemic funding. The organization reported over $427,000 in salaries and wages on its most recent tax filing but listed zero employees, raising serious questions about the legitimacy of its operations.

The investigation began after FBI agents raided KEYS Empowers' offices earlier this year. At the center of the controversy is Mujahid Muhammad, who resigned from his position as a member of the Baltimore City Board of School Commissioners following the raid on his nonprofit organization. The raid and subsequent scrutiny have cast doubt on the integrity of both the organization and its leadership.

KEYS Empowers' latest Form 990 filing reveals additional troubling details: while reporting $2,001,754 in revenue for 2024, the nonprofit also listed significant expenses such as $79,701 in travel costs and $242,288 spent on conferences, conventions, and meetings. However, despite these substantial expenditures, KEYS Empowers reported no employees at all.

This discrepancy has raised concerns among local officials and watchdog groups. Torrey Snow, a contributing member of the Baltimore Sun's editorial board, expressed deep concern over the misuse or misreporting of public funds. "Maryland taxpayers are heavily subsidizing the work in Baltimore City," Snow stated, emphasizing the need for greater oversight to ensure that government funding is used appropriately.

In 2022, KEYS Empowers received a $1 million award from Mayor Brandon Scott's office through the American Rescue Plan Act. This substantial grant has further intensified scrutiny over how the organization uses public funds and whether it fulfills its stated mission effectively. Snow argued that "it is the official's responsibility to ensure that these nonprofits are engaging in activities that are necessary and benefiting the public."

The investigation also revealed a complex web of connections between KEYS Empowers, other entities, and city officials appointed by Mayor Scott. Mujahid Muhammad, who resigned from his position on the school board following the FBI raid, is linked to both KEYS Empowers and another entity called K.E.Y.S. Development T.A. LLC. This overlap in leadership raises questions about potential conflicts of interest and misuse of public funds.

The situation highlights broader concerns about transparency and accountability in how government grants are managed by nonprofits. While it remains unclear whether the discrepancies in KEYS Empowers' filings represent simple reporting errors or more serious issues, the lack of clarity has prompted calls for a thorough investigation into the organization's financial practices and its use of public funds.

As the FBI continues to investigate KEYS Empowers, questions persist about who actually received the taxpayers' money and what services were provided in exchange. The situation underscores the need for robust oversight mechanisms to prevent misuse of government funding intended to support community initiatives.
