Retired General Petraeus Urges Revolutionary Changes for U.S. Military Amid Drone Warfare

Former CIA Director and retired Army General David Petraeus is calling for urgent institutional reforms in the U.S. military to adapt to the growing prevalence of unmanned systems in modern warfare. Speaking at an event hosted by the American Primary Aluminum Association in Washington, D.C., Petraeus emphasized that the current approach to warfare is outdated and needs a comprehensive overhaul.

Petraeus pointed out that drones now account for over 90% of casualties inflicted on Russian forces in Ukraine, underscoring the critical role unmanned systems play in contemporary conflicts. He highlighted that both Ukraine and Russia deploy approximately 10,000 drones daily, illustrating the scale at which autonomous technology is reshaping military engagements.

The former general stressed that the war in Ukraine serves as a stark example of how future battles will be fought, with unmanned systems becoming central to combat strategies. In response to this evolving landscape, Ukrainian President Volodymyr Zelenskyy established an Unmanned Systems Forces branch within the country's military in 2024, reflecting Ukraine’s proactive approach to integrating advanced technologies into its defense strategy.

Petraeus warned that NATO countries and the United States have yet to fully embrace the necessary changes required by this new era of warfare. He argued for a fundamental shift in how military forces are structured, trained, equipped, and deployed, advocating for a greater reliance on unmanned systems due to their cost-effectiveness and versatility compared to traditional manned equipment.

The U.S. Department of Defense has taken some steps toward adapting to these changes, including the establishment of a new Autonomous Warfare Command aimed at integrating autonomous capabilities across all branches of the military. However, Petraeus urged more comprehensive action beyond merely creating specialized units.

In his remarks, Petraeus also addressed concerns about resource constraints due to ongoing conflicts like the war with Iran. While acknowledging that certain missile defense systems have been depleted as a result of these engagements, he maintained that decisions on how and where to allocate resources remain policy-driven rather than dictated by military necessity alone.

Petraeus emphasized the need for rapid adaptation in manufacturing processes to keep pace with evolving threats. This includes the ability to make frequent software and hardware updates to stay ahead of adversaries who are also innovating rapidly. He noted Ukraine’s ambitious goal of producing up to 20 million unmanned systems this year, highlighting the importance of agile production capabilities.

Overall, Petraeus's comments underscore a pressing need for the U.S. military to undergo significant transformation to effectively confront future threats in an increasingly autonomous warfare environment.
