U.S. Military Grapples with New Security Risks from Commercial Surveillance Networks

The U.S. military is facing unprecedented challenges as commercial surveillance technologies increasingly penetrate public and private sectors across the country. At the recent Fall Meeting of the National Defense Transportation Association and U.S. Transportation Command (Transcom), officials expressed growing concerns over how these automated systems could compromise operational security (OPSEC) for military personnel and assets.

Officials noted that companies like Flock Safety, Axon, and Motorola Solutions are integrating advanced technologies such as automated license plate readers, cloud-connected surveillance hardware, and AI-enabled tracking tools into everyday use. While marketed primarily for crime prevention and civilian safety, these networks pose significant risks to the military's operational security due to their ability to track patterns of movement on a large scale.

Transcom officials emphasized that these commercial surveillance systems can mimic traditional picket lines by observing specific routes and reporting back data through software capable of optical character recognition. This capability allows for the tracking of license plate data, which in turn can be used to infer sensitive information about military movements and training schedules. "Everything has a vulnerability," one official said, underscoring the need to understand and mitigate these risks.

The integration of advanced AI capabilities further complicates matters by enabling adversaries to exploit certain data vulnerabilities at unprecedented scales. Concerns extend beyond just identifying individual tags but also understanding what those tags signify in terms of intent and timing. "It’s about if you are able to understand what that tag is tied to from an intent and timing perspective," one official explained.

To counter these emerging threats, the military is exploring various resilience-building strategies. These include protecting sensitive context around military movement data and diversifying geographic locations for ports and airfields to reduce potential disruptions caused by localized cyber incidents or power failures. Officials also highlighted the importance of engaging with local and private infrastructure partners to develop comprehensive policies that enhance security measures while limiting access to critical information.

While these initiatives aim to bolster resilience against modern threats, there remains a pressing need for more coordinated efforts across government agencies and sectors. "There are some real policy aspects that we need to start looking at," one official noted, underscoring the necessity of collaborative approaches in addressing the complex security challenges posed by expanding surveillance networks.

Representatives from Flock Safety, Axon, and Motorola Solutions did not immediately respond to requests for comment regarding these concerns.
