Photographer Captures Devastation as Floods Claim Lives in New Mexico Town

Three summers ago, during Father’s Day weekend, a family went camping near the Lincoln National Forest in El Paso, Texas. The area is known for its scenic beauty and recreational activities, but on that trip, the photographer noticed unusually dry mountain trails, an early warning sign of potential environmental hazards ahead.

The following day, two fires broke out around Ruidoso, New Mexico, just 25 miles from where the family had camped. Videos circulating online showed flames engulfing the mountains behind the town’s commercial areas. Although firefighters managed to suppress these blazes with the help of late summer monsoon rains, the downpour also caused severe flooding that damaged homes and infrastructure.

The next year, on July 8, 2025, heavy rainfall hit again, this time creating flash floods along the Rio Ruidoso and its tributaries. The disaster claimed three lives, including two children, prompting ProPublica reporters Abe Streep and a photographer to investigate what went wrong in a town supposedly prepared for such emergencies.

Streep’s reporting revealed that experts had warned of increased flood risks following the 2024 fires. While relocation plans were initially considered, they never materialized due to economic concerns. Instead, local officials continued promoting tourism despite warnings from residents about impending floods on social media. First responders also criticized village leadership for understaffing and underequipping them during rescue operations.

The Village of Ruidoso declined to comment extensively on its emergency response efforts or release a public report on the flood’s aftermath. Fire Chief Cade Hall disputed ProPublica's findings but did not provide specific details. Mayor Lynn Crawford acknowledged balancing public safety with tourism, which is vital for the town’s economy, yet she avoided direct responsibility for the disaster.

As a photographer documenting these events, the reporter found it particularly poignant to capture scenes of devastation in Ruidoso. The images depict severely damaged homes and scattered debris, reflecting the unfathomable reality faced by those caught unprepared in such disasters. This personal connection underscores the broader implications of inadequate preparation and response to natural calamities.

The tragedy in Ruidoso highlights critical issues related to disaster management, economic priorities versus public safety, and the importance of heeding expert warnings. It serves as a stark reminder of the vulnerabilities faced by communities prone to wildfires followed by intense rainfall, emphasizing the need for comprehensive emergency planning and effective leadership during crises.
