
Sweden to Anchor Estonia’s Defense Expansion with Massive Ammunition Facility
A Swedish defense manufacturer has finalized plans to construct a major 155-millimeter artillery shell factory in northeastern Estonia, marking the largest foreign investment in the nation’s growing defense sector. The project, valued at approximately €300 million, will be situated at the Põhja-Kiviõli defense industry park and is designed to produce a full range of munitions. While officials have maintained strict confidentiality regarding the identity of the firm, they have confirmed that the investor is not a South Korean or American entity. Formal contracts for the facility are expected to be signed by mid-April.
This development serves as a cornerstone of Estonia’s broader strategy to bolster its domestic defense industrial base amid ongoing regional security concerns. The initiative is driven by the urgent need to address persistent ammunition shortages highlighted by the conflict in Ukraine and to decrease reliance on external supply chains. Beyond this Swedish-led project, Estonia is actively developing additional production sites, including the Ermistu defense park and a state-owned facility for RDX explosive manufacturing. By prioritizing sovereign production capacity, Estonia aims to fortify its military readiness as a frontline NATO member, ensuring that critical supplies remain accessible despite global market volatility.
