
Conservative Network Orchestrates Multi-State Campaign to Shield Fossil Fuel Firms from Climate Litigation
Republican-led legislatures across the United States are advancing a series of bills designed to grant oil and gas companies immunity from legal challenges related to climate change. Currently, 15 pieces of legislation are under consideration or have already been enacted across 11 states. These measures aim to dismantle existing legal avenues that allow municipalities and states to seek damages from fossil fuel corporations for costs associated with environmental disasters, such as coastal flooding and wildfires.
The legislative push is part of a coordinated strategy involving groups with financial and personnel ties to prominent conservative activist Leonard Leo. During an American Legislative Exchange Council summit, advocates for the bills argued that ongoing climate litigation represents an attempt to impose unauthorized taxes on energy producers. By providing pre-drafted legislation and lobbying support, these organizations seek to preemptively block more than 30 active lawsuits that accuse energy companies of misleading the public about the risks of their products. If successful, this campaign would effectively insulate the industry from future accountability for its role in climate-related damages.
