Army Lieutenant Colonel Admits to International Firearms Smuggling Scheme

U.S. Army Lieutenant Colonel Frank Ross Talbert entered a guilty plea on Monday to 17 federal charges related to the illegal importation of firearm components. Stationed most recently at Fort Campbell, Kentucky, Talbert admitted to bypassing federal licensing requirements to bring AK-style weapon parts into the country from several nations, including Russia. Between 2019 and 2023, while serving in roles including an improvised explosive device threat mitigation advisor at the United Nations, Talbert utilized aliases and multiple shipping addresses to evade detection by U.S. Customs and Border Protection.

Federal investigators uncovered the operation after intercepting numerous shipments containing prohibited items such as muzzle devices, gas tubes, and inert rifle grenades. A subsequent search of the officer’s Clarksville, Tennessee, residence revealed five completed firearms constructed from the illicitly obtained parts, alongside a dedicated workstation for trafficking. Prosecutors noted that Talbert, a career military officer with specialized weapons knowledge, actively participated in online forums to facilitate his unauthorized business. Under the terms of the plea agreement, which includes violations of the Arms Export Control Act and possession of an unregistered machine gun, the government will drop four remaining charges. Talbert is scheduled to appear for his sentencing hearing on August 10.
