
Lebanon Fears Loss of Property Records as Israel's Bombardment Devastates Southern Districts
Lebanese officials and local residents are expressing grave concerns over the potential destruction of civil records in southern Lebanon due to recent Israeli military operations. The bombardment has not only razed numerous homes but may also have obliterated official documents that prove property ownership, leaving up to a quarter million Lebanese potentially unable to reclaim their properties post-conflict. Aerial imagery from Bint Jbeil, the district's administrative center, reveals burn marks at sites where civil registration files and land deeds were kept, suggesting extensive damage to these crucial records.
The destruction of such vital documents poses significant challenges for reconstruction efforts in the affected areas. The Grand Serail, a central administrative building housing land deeds for thousands of families across more than 20 villages, remains inaccessible due to ongoing military operations. Despite attempts by Lebanese authorities through the International Committee of the Red Cross (ICRC), no access has been granted to retrieve and safeguard these records.
Lebanese officials have reported that civil registry records were only digitized up to 2020, leaving recent years' worth of documents unaccounted for. Additionally, many property transactions in Lebanon's chaotic bureaucracy often go unregistered to avoid taxes or other bureaucratic hurdles. This complicates the task of verifying ownership and poses a significant barrier to recovery efforts.
Israel’s defense forces have declined to comment on specific requests from the ICRC regarding access to affected areas. An IDF spokesperson stated that directives permit demolition operations only when there is an essential military necessity, aligning with international law. However, experts argue that such widespread destruction could amount to war crimes, given the extensive damage inflicted upon civilian infrastructure and property records.
