
U.S. Special Operations Command Faces Challenges in Major Program Success Due to Policy Hurdles and Oversight Issues
The Government Accountability Office has released a report highlighting significant challenges faced by the U.S. Special Operations Command (SOCOM) in meeting cost and schedule goals for several major acquisition programs. The analysis, which covered nine high-priority initiatives ranging from aviation to maritime projects, revealed mixed success rates across these endeavors. Key issues identified include inconsistent financial reporting, inadequate access to acquisition information, and a lack of clear oversight protocols between SOCOM and the Pentagon’s Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (ASD(SO/LIC)).
According to the report, delays in several programs underscored the need for improved collaboration and clearer guidelines. For instance, the Silent Knight Radar program and the AC-130J Ghostrider aircraft both faced significant setbacks, with some projects experiencing delays of nearly five years. The Dry Combat Submersible and Mk 18 Mod 1 Unmanned Underwater Vehicle programs also encountered schedule overruns, while others struggled to meet cost targets. These delays can lead to increased expenses over time, impacting the overall financial viability of these initiatives.
The report recommends that SOCOM update its acquisition policies to mandate more frequent reporting on cost estimates and implement leading product development practices. It also calls for the establishment of clear protocols between ASD(SO/LIC) and SOCOM to enhance oversight capabilities. The Pentagon has acknowledged these recommendations, noting some measures are already underway or planned.
The findings underscore broader challenges in military acquisitions, particularly in special operations contexts where rapid deployment and innovation are critical. Effective implementation of these recommendations could help streamline processes and improve the delivery of advanced capabilities for U.S. Special Operations Forces.
