
Army Seeks Private Sector Collaboration to Tackle $150 Billion Infrastructure Deficit
The U.S. Army is launching its Strategic Capital Initiative, an open call for private industry to propose innovative solutions and partnership models to address a substantial $150 billion backlog in infrastructure upgrades and other critical needs. This initiative, detailed in a recent request for information, aims to leverage private capital and expertise to develop projects with both military and commercial applications, thereby stretching limited research and development funds. The Army seeks proposals that incorporate new operating models, public-private partnerships, and contracting methods, allowing companies to secure a return on investment not solely dependent on the military as a customer.
Dave Fitzgerald, the Army's chief operating officer, emphasizes the goal of de-risking investments for both taxpayers and industry by fostering diversified customer bases for developed technologies. The Army has outlined several key areas of interest, including energy resilience, strengthening logistics, advanced manufacturing, and critical minerals research and development. This approach allows the private sector to identify bundled solutions or networked approaches that the Army may not have yet considered, moving beyond traditional procurement methods where the military dictates specific requirements.
The initiative seeks to replicate successful models, such as the Infantry Squad Vehicle, which utilizes a commercial chassis and production line, by encouraging contractors to make initial investments in exchange for the ability to sell products commercially alongside military sales. This strategy aims to free up appropriated funds for purely military-specific projects, such as specialized aircraft hangars, that lack commercial viability. The request for information remains open until April 2, with the Army expressing optimism about reviewing proposals and commencing work on promising projects as early as this summer.
