Senator Warren Requests Ethics Pledge From Raytheon Executive Nominated for Top Air Force Space Post

Senator Elizabeth Warren has requested that Erich Hernandez-Baquero, a vice president at Raytheon who was nominated to serve as the Air Force’s assistant secretary for space acquisition and integration, commit to ethical business practices if confirmed. In her letter sent on Tuesday, Warren urged Hernandez-Baquero to recuse himself from all matters involving his former employer for four years after confirmation and refrain from seeking financial compensation from any Defense Department-related firms for a similar period post-confirmation.

Warren's request stems from concerns over potential conflicts of interest arising from Hernandez-Baquero’s previous role at Raytheon, where he served as a senior executive for five years before joining the Air Force in 2021. The senator is particularly focused on mitigating the appearance of impartiality and ensuring public trust in government officials who transition between military and defense industry roles.

This latest move by Warren aligns with her broader efforts to address what she views as problematic "revolving door" practices within the Defense Department, which ethics watchdog groups have warned can lead to conflicts of interest. Her initiative includes similar requests made to former Secretary of Defense Lloyd Austin and General Charles Q. Brown, highlighting a pattern of concern over these transitions.

Federal laws currently mandate that government employees refrain from engaging with their previous employers for one year after leaving public service, but Warren’s proposal seeks more stringent commitments to address lingering ethical concerns beyond the legal requirements. This includes prohibiting former officials from working on matters affecting their previous employers or accepting compensation from defense contractors for an extended period following their departure from government roles.

Hernandez-Baquero's nomination highlights the ongoing debate over balancing expertise gained in private industry with the need for impartiality and public trust when transitioning into high-level government positions.
